Sivas Kaleardı Gökmadrasah Conservation Development Plan; Sivas Castle (Toprak Castle), which is an II. degree archaeological site is designed for the area with traditional archaeological site and the traditional dwellings located on the southeastern side of the castle.

Sivas Castle is registered as II. degree archaeological site(4.8 ha) by Kayseri Cultural and Natural Heritage Preservation Board, dated 28.02.1992 and numbered 1225 and the southeastern side is registered as an III. degree archaeological site (7.5 ha). Following the registration process, the planning team, which was formed under the leadership of Turgut CANSEVER, started to prepare the zoning plan for protection and renewal. Prepared development plan for protection was approved by the decision of Kayseri Regional Board for the Preservation of Cultural and Natural Heritage, dated 28.03.1997 and numbered 2151, and was approved by the Municipal Assembly with the decision no:11 of 14.05.1997.

5 hectares of the zoning plan for protection of 10 hectares consists of a residential area and 5 hectares of the castle is composed of archaeological parking area. In the plan, a 20 m2 a passive green area per person is designed, in the form of 1-2-3 storey houses in a residential area, floor area ratio: 0,40 building coverage area: 0.77 Hmax: 9.5 construction is foreseen; in the field of trade and management, the requirement for construction is building coverage area: 1 Hmax: 3.50.

According to the project, 156 one-storey duplex and triplex structures consisting of historical Turkish architecture with a motif is thought to be processed. These buildings are designed as low-rise, non-noise houses with a modern garden bearing the traces of Turkish architecture.

There are three children’s parks in the protection plan, the commercial area to meet the daily needs and the administration building. The parking area is designed on the roads surrounding the area of need, and service roads are also provided to provide the services required for the buildings.

Plans were made to protect 11 buildings in the area, protect the facade of 3 buildings, restore some architectural details of 5 buildings and arrange remaining houses as residential, trade, management areas and green space. Application stages projects are prepared.However, the implementation steps could not be implemented since the plan was not approved.

In order to bring the lost area in the Kale Neighborhood to a new habitable area, to provide cultural integrity with the surrounding historical texture, to improve the quality of the environment, to revive the lost architectural wealth, to reduce the pressure on historical buildings, the Kale Project prepared by Turgut CANSEVER in order to meet today needs  It is considered as a project for today’s culture, tourism and social purposes.

The Sivas Castle Project, prepared by Emine ÖĞÜN, the daughter of Turgut CANSEVER, was approved with the decision no 3110 dated 13.10.2016. 1/500 scale urban design and 1/200 schematic design.projects were approved with the decision no. 3405 dated 23.02.2017.

The project is composed of 42,235,15 m2 including environmental roads, and an area of 37,060 m2 except for the surrounding roads. The construction is limited, 34.569 m2 is divided into green area and archeopark.The project consists of 7.403 m2 of land and 13.516 m2 of construction.

In the project area, there are 79 day-long and long-term accommodation houses in 20 different types, a socio-cultural facility consisting of 19 buildings in 11 types, and 4 Artisans-Museums in 4 types in total.The project, which is planned to be made according to the first project, has reduced the intensity and envisaged more green areas.

The Sivas Kale Project, which was prepared to bring the project area to the city as a new habitable area in the center of Sivas, was presented to the Ministry of Development in 3 stages to be evaluated within the scope of the Ministry of Development’s Growth Centers Program.

1st Phase Feasibility Report evaluated by the mentioned Ministryand it was agreed that a grant would be awarded for the 1st stage of the project. Studies on tender procedures for the construction of sociocultural facilities and cultural art houses and museums were initiated.
